I think they probably mean either a small mill that does runs of locally grown grains, or small mills that do custom blends of flour using different grains.
I asked my friend at Pendleton Farms outside Lawrence, she gave me a list of the closest mills. No clue on details of each, I'm just putting their websites here. I will be investigating them at length later.

I don't know that any of the sources listed here do custom milling, but you may find something that is to your liking.
