mix flour and water first (just mix - no need to knead) then wait about half an hour - this will start the gluten developing, it's called an 'autolyse' - then add the salt.
Make sure the salt is properly combined in; and then add the levain.
After that you can start the process of developing the gluten, for example by a series of 'stretch and folds' with about 20 mins in between each set. Search on this forum for more info...
