That seems a little strange. I'm also surprised that canned saurkraut or pickles,ketchup,BBQ sauce or mustard is not allowed. They are usually acceptable as they are very acidic and salty.
I am constantly amused by the fact that legislatures pass laws and regulations that the citizens abhor. I am not sympathetic to people that elect politicians that pass laws that hurt them. Elections have consequences.
