In my personal experience steam pan alone (with no holes) works just fine, and when I say "just fine" I mean that I don't find it lacking in any particular way. And if you consider the fact that the largest steam pan - half-size, 6" high, can be had for about $20, their solution is not the most economical either. Also, if your oven is electric, chances are you don't even need the cover.
