It also looks like it could be part of a vacuum form mould... for forming perhaps packing for something expensive, and cylindrical. flat sheets of foam could be dropped into it, heated and made curvy to wrap around an object or to stack them.
Does remind me of the separation drip tray between a freezer and main chilling compartment of an old refrigerator.
right down at the bottom of the page. Sits in the bottom of a drawer and because of the dents and curves can chill cans and bottles faster and keep them from rolling around and possibly hitting or crushing fingers when reaching in and out.
Now... what happens if you bake in it??? It will certainly have some interesting contours when flipped out.
